Returning Ukrainian children, protecting their identity, and ensuring long-term support after their return. These priorities are enshrined in the new National Human Rights Strategy, approved by President Volodymyr Zelenskyy on October 12.
The Strategy provides for strengthening efforts to search for and return children deported or forcibly transferred by Russia. It also specifically addresses ensuring the right of children at risk of these crimes to return to Ukrainian-controlled territory.
After returning, every child needs support tailored to their experiences and individual needs. The document provides for comprehensive psychological, educational, and social assistance, reintegration, and long-term support.
Another priority is investigating crimes against children and holding those responsible accountable. These include illegal adoptions, the forced changing of names, citizenship, and identity, as well as the recruitment and use of children in armed conflict.
The implementation of the Strategy is part of Ukraine’s efforts to fulfil its European integration commitments. The next step is an operational plan for 2027–2029, which the Government is required to develop and approve within six months.
Return, reintegration, and accountability are priorities that government institutions, civil society organizations, and international partners are working together to advance as part of Ukrainian President Volodymyr Zelenskyy’s Bring Kids Back UA initiative.
